The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.

The Role & Key Responsibilities

This role is to lead and manage a team of financial investigators based at Staines and Guildford.

  • To direct and supervise a team of financial investigators based in Surrey and when necessary support financial investigators in Sussex Police.
  • To ensure proactive and focused activity in order that force objectives to utilise powers under the Proceeds of Crime Act (POCA) and other relevant legislation are fully achieved, asset recovery for acquisitive crime is maximised and financial investigative tools are used to mitigate threat, harm, and risk.
  • To work closely with other Financial Investigation Managers to provide consistent service delivery across Surrey and Sussex in terms of Financial investigative support and with streamlined and clearly defined, communicated and efficient processes.
  • To provide professional support, guidance and training to divisional and specialist operational staff and management to enable financial investigation to be mainstreamed into everyday policing activities.
  • To assist the Detective Inspector, ECU, to develop initiatives so that resources are deployed efficiently, and to advise on best practice to ensure that the unit effectively integrates with our criminal justice and law enforcement partners.
  • To carry out the role of an Accredited Financial Investigating (AFI) officer as required.
  • Show a willingness to learn and develop your knowledge of POCA legislation and application.

Skills & Experience
  • Accreditation as a Financial investigator. This should include a range of Cash Seizure, Restraint, Confiscation and Account Freezing and Forfeiture Orders. Will be expected to gain knowledge or accreditation in asset denial of Crypto assets and to maintain all accreditation through a Professional Development Portfolio overseen by the National Crime Agency (NCA).
  • Demonstrable experience of line management of staff, and/or can demonstrate and develop supervisory and leadership skills in keeping with the standards of Surrey and Sussex Police.
  • Proven knowledge of legislation and case law in relation to Money Laundering, Confiscation, Forfeiture, Restraint, and Civil recovery procedures under the proceeds of Crime Act 2002 and other relevant legislation. Must be prepared to maintain and develop this knowledge over time.
  • Ability to lead and supervise the course of financial investigations in consultation with police teams and partner agencies (e.g., CPS and NCA).
  • An up to date, working knowledge of the legislation associated with the obtaining and presentation of evidence, in particular Police & Criminal Evidence Act 1984, Criminal Procedure and Investigation Act 1996, the Proceeds of Crime Act 2002, and the principles of the Human Rights Act 1998.
  • Detailed knowledge of the rules surrounding the handling and dissemination of intelligence and the ability to assimilate and analyse large quantities of information.
  • Excellent problem-solving and analytical skills and the ability to allocate and prioritise work effectively, with sound decision making, thus ensuring efficient use of resources.
  • Excellent written, verbal, and interpersonal skills to establish and maintain good working relationships with staff at all levels of the organisation.
  • The ability to persuade, negotiate and influence at all levels and with external agencies and the community.
  • The ability to produce clear, concise & accurate reports, working to strict deadlines. A sound knowledge of computers and proficiency in the use of common software applications such as excel and databases, to be able to operate and interrogate computer systems used by Surrey and Sussex Police.
  • The flexibility to respond to changing demands during abstractions and periods of heavy demand.
  • A high level of integrity, diplomacy, tact, and confidentiality, given the sensitive nature of the information and intelligence dealt with by staff.
  • The ability to develop and performance manage individuals, teams and processes.
  • The ability to deliver training to individuals and teams. It is desirable that the post holder is confident in delivering presentations to large groups.
