The South West Regional Organised Crime Unit (SWROCU) is looking for a Regional Organised Crime Threat Assessment Manager keen to progress their careers as part of our Regional Intelligence Unit.

The ROCTA Manager is responsible for the Management of the SW Regional Organised Crime Threat Assessment Team (ROCTA). This involves management of Researchers, Analysts and SOC Assessors who collectively identify, manage and assess Serious and organised Crime Threats and mapped entities including Organised Crime Groups, Priority Individuals, Vulnerabilities, and Urban Street Gangs. 

Main Responsibilities:  

  • To lead a specialist team of Intelligence Analysts, Researchers and SOC Assessors who provide quality assurance against national standards in SOC (Serious and Organised Crime) Management and the assessment of SOC Threats. Manage the day-to-day operation of the team.
  • Management and co-ordination of SOC System tasking processes including identification, assessment and management of SOC Threats. Identify and understand threat, harm and risk from SOC Threats across the SW Region.
  • Regional owner of Agency and Partner Management Information System (APMIS) and the daily business associated with the system, feeding into SOC System Tasking, forces, disruptions and performance framework. Manage the administration of APMIS.
  • Provide a consultancy service on the delivery of national guidelines including Policy & Standard Operating Procedures (SOP) to both region and forces, moderating and reviewing records for Data quality.
  • Lead, direct and continuously improve scanning to identify SOC issues to inform and drive tactical and strategic tasking, ensuring serious criminality and vulnerability threats/risks are mitigated.
  • Be responsible for ensuring the delivery of high-quality intelligence and analytical products that meet national standards and inform decision making at all levels of the organisation; responsible for the quality of detailed analysis and recommendations that drive business across a range of tasking and partnership meetings.
  • To negotiate and influence key stakeholders (including Chief Officer Group, Senior Investigating Officers and Force Leads) to clarify, scope and deliver requirements. Build effective relationships, actively engage and influence internal and external stakeholders; developing excellent partnership relations. Act as Single Point of contact for FTT, NOC and NPCC.
  • Maintain current knowledge of Local, Regional and National threat picture; relevant legislation, force and national policies and intelligence techniques, tactics, best practice and information relevant to the role and ensuring compliance.
  • Provide resilience to the wider SW ROCU R&A leadership team by providing tactical, strategic or operational analytical support if required.
  • Actively promote the benefits of Intelligence Led policing and the Intelligence Professionalisation Programme overseeing and embedding a positive culture of Intelligence Analysis

SWROCU is a collaboration of police officers and police staff from the five South West regional forces. We’re part of a national network of nine ROCUs covering England and Wales.

We have more than 20 capabilities that staff and officers work in to Pursue offenders, Protect and Prepare individuals and organisations, and Prevent people from engaging in serious and organised crime.

Our capabilities are here to advise, to assist, or to fully adopt investigations.

We work with local forces and national partners to target and disrupt criminals posing the greatest risk of Serious and Organised Criminality (SOC). This includes offenders involved in cyber threats, economic crime, drug conspiracies, modern slavery and human trafficking, and child sexual abuse and exploitation.

Skills, experience and qualifications required

Essential:

  • Ability to engage with and influence at all levels
  • Excellent interpersonal and communications skills
  • Have good written and verbal skills and comfortable speaking with senior leaders
  • Proven experience of developing strong positive relationships and achieving results with partners outside their own organisation
  • Demonstrate the ability to work with limited supervision as part of small team, being able to prioritise workloads

Desirable

  • Has a good understanding of the SOC strategy and the ROCU and forces approach to managing SOC Threat

Part-time hours will be considered however, the successful candidate must work more than 29.6 hours per week.
