The Role & Key ResponsibilitiesPositions available:
2 x East Surrey (based at Wray Park)
2 x West Surrey (based at Guildford)
1 x Public Protection (based at HQ)

In this role you will be:
- Provide professional leadership to, and management of, effective crime investigation ensuring that investigations are appropriately reviewed and progressed in a timely and proportionate manner, providing a high level of victim care.
- To ensure comprehensive risk assessment and management with regard to primary, secondary and tertiary victims.
- To lead and implement appropriate tactics and strategies in support of achieving Divisional and Force level investigative targets, objectives & aspirations.
- To take responsibility for driving contribution and performance in respect of agreed, relevant performance measures.
To maintain an effective working liaison with other relevant agencies.
Key Accountability:

Responsible for providing effective leadership, management, oversight and coordination of the reviews to safeguarding incidents and crime investigation with the aim of improving service, quality and performance (driving the investigations forward).

Responsible for Identifying and setting reasonable enquiries within a review in line with agreed terms of reference in order to support the criminal justice system and assure the safeguarding of individuals by learning lessons and identifying any changes in practice that may be required for crime prevention.
- Research, analyse and evaluate documentation in order to prepare accurate, impartial and constructive reviews that identify good practice, capture organisational learning, and identify areas for improvement.

Analyse and assess the evidence and evaluate the material generated by an investigation to identify offenders and ensure preventative opportunities are maximised.

Lead the quality assurance checks on investigations to assess if all appropriate lines of enquiry have been properly pursued in accordance with relevant Authorised Professional Practice (APP), policy and legislation in order to provide conclusions and recommendations.

To pursue and reinforce policies in relation to equal opportunities and diversity, promoting professional standards and Force values, intervening and exercising disciplinary control where necessary in line with the Code of Ethics and Force policy, procedures and Authorised Professional Practice (APP).
- To create, develop and evaluate strategies to safeguard victims, manage investigations and undertake reviews of PIP2 Investigations.
- To operate as an effective member of the Operation Falcon Management Team working with the Senior Management Team in order to maximise the performance and problem solving efforts.

Undertake other duties appropriate to the grade and character of work as may be reasonably required, including specific duties of a similar or lesser graded post.
Additional requirements:
This role involves travel to meetings and locations within Surrey for which public transport may not be suitable. The review of investigators workloads cannot be completed remotely as the individual and their supervisor need to take the learning from your work. Therefore, the post-holder must have their own means of transport and be insured for business use. Where the transport involves the driving of police vehicles, you must have a full driving license and the ability to attain a Force Police Driving Permit.
Skills & ExperienceQualifications:
Educated to degree level, or able to demonstrate equivalent relevant experience.
PIP Level Two accredited.
Willingness to undertake Op Soteria training.
Knowledge and skills:
- A sound working knowledge of criminal law, criming standards (both crime recording and disposal outcomes) procedure and Authorised Professional Practice.
- To be operationally competent in safeguarding duties and have a strong understanding of risk assessment, mitigation and management processes. This will include managing the Force response to serious and complex crime and high-risk incidents, with the ability to make and uphold confident reasoned decisions in accordance with the National Decision Model (NDM) and THRIVE.
- Strong interpersonal skills. The ability to adapt the style and delivery to suit the needs of the audience and to ensure their understanding.
- The ability to rapidly assimilate and prioritise information and intelligence and to record, or communicate this information effectively, verbally and in concise written form for audit purposes and in support of open transparent decision making in the use of police powers.
- The ability to supervise, coach and manage officers and staff, and deal appropriately with any welfare, performance, development or disciplinary issues as necessary.
- To have an understanding of data protection issues in order to ensure that information is handled, shared and filed correctly.
- To have an understanding of the use and application of the risk principles set out by the College of Policing.
- Ability to interrogate databases to obtain information required
- Ability to prepare documentation for case files and have good oral and written communication skills.
- Skilled in the use of IT packages, systems and/or databases to fulfil role requirements.
- Have an understanding of the Criminal Justice System and have an awareness of and be conversant with Disclosure Guidelines within the context of Criminal Procedures and Investigations Act 1996 (CPIA).
- To demonstrate an awareness of forensic opportunities in the investigation and review of crime.
- Good communication skills with the ability to listen, empathise, provide support and adapt language, form and message to meet the needs of different audiences.
- Ability to work effectively in a team to achieve shared objectives, demonstrating awareness of individual differences and providing support and advice as required.
- Ability to plan own work and plan ahead as well as identify and mitigate risks to delivery.
- Ability to pro-actively develop effective working relationships with colleagues, partners and other stakeholders
- Ability to produce clear and concise reports and other documents within best practice procedures and to specified timeframes in keeping with the terms of reference.
- Ability to critically question, brief and de-brief to identify opportunities to enhance efficiency and effectiveness.
- The ability to demonstrate high levels of integrity and professionalism whilst dealing with confidential and sensitive issues.
Experience:
- Previous experience in the conduct and investigation of serious and complex crime, and to have been involved in the police supervision of investigations within the last 3 years.
- Demonstrable experience of decision making in Police investigations.
- Demonstrable experience of complex information gathering and problem solving.
