The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.

The Role & Key Responsibilities

From day one, you will be part of a policing family dedicated to protecting vulnerable victims across Surrey.

The Public Protection Support Unit plays a vital role in improving investigative standards, supporting organisational learning and ensuring investigations are victim-centred, evidence-led and focused on achieving the best outcomes.

As a PIP2 Manager, you will provide leadership, quality assurance and investigative oversight across Public Protection investigations, including rape and serious sexual offences (RASSO), domestic abuse, stalking and safeguarding matters. Working closely with investigators and supervisors, you will identify good practice, drive performance improvement and support the continued embedding of the principles of Operation Soteria.

This is an exciting opportunity to influence investigative standards, shape organisational learning and support continuous improvement in some of Surrey Police's most complex and sensitive investigations.

Main Responsibilities

  • Provide leadership and oversight of investigations, ensuring timely, proportionate progression, effective victim care and high investigative standards.
  • Ensure robust risk assessment and management for primary, secondary and tertiary victims.
  • Lead and implement tactics and strategies that support Force and Command investigative objectives.
  • Drive performance against agreed measures and organisational priorities.
  • Develop and maintain effective partnerships with internal and external agencies.

Key Accountabilities

  • Lead, manage and coordinate reviews of safeguarding incidents and crime investigations to improve service quality, performance and outcomes.
  • Identify and set appropriate lines of enquiry, ensuring reviews support safeguarding, organisational learning and crime prevention.
  • Research, analyse and evaluate information to produce accurate, impartial reviews that recognise good practice and highlight learning opportunities.
  • Assess evidence and investigative material to identify offenders and maximise safeguarding and prevention opportunities.
  • Undertake quality assurance reviews to ensure investigations comply with legislation, policy and Authorised Professional Practice (APP), providing clear recommendations where required.
  • Promote equality, diversity, ethical standards and Force values, taking appropriate action in line with the Code of Ethics and Force policies.
  • Develop and evaluate strategies to safeguard victims, manage investigations and review PIP2 investigations.
  • Work collaboratively as part of the Operation Falcon Management Team to maximise performance and problem-solving.
  • Undertake other duties appropriate to the grade and responsibilities of the role.

Additional Requirements

The role involves travel across Surrey, where public transport may not always be suitable. Reviews of investigators' workloads must be conducted in person to support learning and development with investigators and supervisors. Therefore, you must have access to your own transport and appropriate business-use insurance. Where police vehicle use is required, you must hold a full driving licence and be able to obtain a Force Police Driving Permit.

Skills & Experience

Qualifications:

Educated to degree level, or able to demonstrate equivalent relevant experience.
Minimum PIP Level Two accredited (essential).

Applicants with experience of Public Protection investigations, including RASSO, domestic abuse, child abuse investigations or safeguarding are particularly encouraged to apply, although not essential.

Knowledge of Operation Soteria would be advantageous, successful candidates will be provided with appropriate training and professional development to support their understanding and application of Soteria principles within Public Protection investigations.

Knowledge and skills:

  • Sound working knowledge of criminal law, crime standards (both crime recording and disposal outcomes) procedure and Authorised Professional Practice.
  • Operationally competent in safeguarding duties and have a strong understanding of risk assessment, mitigation and management processes. This will include managing the Force response to serious and complex crime and high-risk incidents, with the ability to make and uphold confident reasoned decisions in accordance with the National Decision Model (NDM) and THRIVE.
  • An understanding of evidence-based investigative practices and victim-centred approaches is desirable. Successful candidates will receive training and support on Operation Soteria principles, including suspect-focused, context-led and victim-centred investigations within Public Protection.
  • Strong interpersonal skills. The ability to adapt the style and delivery to suit the needs of the audience and to ensure their understanding.
  • The ability to rapidly assimilate and prioritise information and intelligence and to record, or communicate this information effectively.
  • The ability to supervise, coach and manage officers and staff, and deal appropriately with any welfare, performance, development or disciplinary issues as necessary.
  • To have an understanding of data protection issues in order to ensure that information is handled, shared and filed correctly.
  • To have an understanding of the use and application of the risk principles set out by the College of Policing.
  • Ability to interrogate databases to obtain information required
  • Ability to prepare documentation for case files and have good oral and written communication skills.
  • An understanding of the Criminal Justice System and have an awareness of and be conversant with Disclosure Guidelines within the context of Criminal Procedures and Investigations Act 1996 (CPIA).
  • Demonstrate an awareness of forensic opportunities in the investigation and review of crime.
  • Good communication skills with the ability to listen, empathise, provide support and adapt language, form and message to meet the needs of different audiences.
  • Ability to plan own work and plan ahead as well as identify and mitigate risks to delivery.
  • To produce clear and concise reports and other documents within best practice procedures and to specified timeframes in keeping with the terms of reference.
  • Ability to critically question, brief and de-brief to identify opportunities to enhance efficiency and effectiveness.
  • Demonstrate high levels of integrity and professionalism whilst dealing with confidential and sensitive issues.

Experience:

  • Previous experience in the conduct, supervision or review of serious and complex crime investigations, and involvement in the supervision of police investigations within the last three years.
  • Experience within Public Protection, RASSO, domestic abuse, child protection or safeguarding investigations is desirable but not essential.
  • Demonstrable experience of decision making in Police investigations.
  • Demonstrable experience of complex information gathering and problem solving.
